Merely 46 operators have been approved to advance, featuring prominent brands like 888 Italy, Betfair Italy, Sisal, William Hill Malta and LeoVegas. This decision is deliberate: by favoring entities that prove technological robustness and fiscal stability, the focus shifts toward a more secure, clear, and conscientious marketplace. The directive is evident: the destiny of Italian gaming rests with those capable of ensuring superior standards and user safeguards.

A strict schedule for transformation

The countdown is officially underway. Existing licenses will lapse on September 17, 2025, potentially followed by a brief extension through the end of that month. In the interim, ADM will finalize its technical and financial evaluation of the chosen firms by July. Successful candidates must then promptly settle the initial concession payment—set at 4 million—and demonstrate they hold a minimum of 3.7 million in accessible capital. Agreements are scheduled for signing in August and September to prevent any interruption in service, ensuring the seamless operation of the gaming machines.

Technology at the center of the new era

The transformation extends beyond paperwork: chosen operators must deploy advanced digital solutions that connect seamlessly with ADM’s protected platform. A six-month adjustment window is planned, aiming for full implementation by March 2026. In the interim, legacy and modern systems will run in parallel, ensuring uninterrupted service for users. Upon completion, these firms will remit the second licensing payment – 3 million euros – finalizing their formal transition into the newly regulated gaming landscape.

Enhanced player safeguards and reinforced guidelines

A central aspect of the regulatory overhaul addresses the handling of gaming accounts. Customers will have the option to migrate their accounts to a different licensed operator, in adherence to fiscal regulations and subject to advance approval. Firms losing their eligibility must terminate all user accounts by August 17, 2025, ensuring full reimbursement to clients. Unclaimed balances after a two-month period will be transferred to the State Treasury. Furthermore, mandatory weekly submissions detailing account operations will be required, and operators must convert into S.p.A. (joint-stock companies) before securing their licenses. The objective is unequivocal: fostering a more transparent, secure, and sustainable marketplace, while continuing to prioritize responsible gaming practices.
